影片講述了沉睡的古代巨型怪獸夔牛被人們意外喚醒，醒來后的怪獸展現(xiàn)出強(qiáng)大的破壞能力，它的存在嚴(yán)重威脅到了人們的安全。雖然上級太守組織人馬前去應(yīng)對，但是人們面對巨獸顯出種種疑問，巨獸為何而來。阿寧的調(diào)查也使得秘密浮出面，原來這一切都是人們自己釀造的惡果。
